Dr. Signe Balina, President of Latvian Information and Communication Technology Association (LIKTA), Latvia Since 2009 Signe Balina is a president of the Latvian Information and Communications Technology Association (LIKTA). LIKTA is a professional association representing the ICT industry and ICT professionals, uniting organizations of ICT industry, research and educational institutions, as well as ICT professionals. Main objectives of LIKTA are development of information society and growth of ICT industry. In year 2002 she has got her doctor degree in Economics and currently is a professor at the University of Latvia, Faculty of Economics and Management. From 1996 till 2008 as a chairperson of the Management Board of “Datorzinību Centrs” she successfully managed the business of IT training and the development and implementation of software and hardware solutions including e-learning. Signe Balina is the former Special Assignments Minister for Electronic Government Affairs in Latvia (May, 2008 – March, 2009). She was responsible for e-Government, information society and information technologies policy development, implementation and coordination. The Ministry was also responsible for facilitating and coordinating the development of national and local government electronic services.Since 2010 Signe Balina is a chairperson of the Board of “IT Competence Centre” which promotes a long-term cooperation between ICT enterprises and science institutions in the fields of natural language technologies and business process analyses technologies. The main reason for the foundation of the Centre was the necessity to outcome the existing knowledge and technological level in order to improve new technologies and enter new markets using Latvian research potential both in entrepreneurship and science sectors.
